Fibonacci indicator is basically used for support and resistance, so yes you can use that for whatever.

my take on cable: it is still bearish. the recent upmove, imho, is mostly the shorts getting squeezed, buyers still lured to buy at/near the current price, &/or like u said ramping up price to get a good short @ a discount.
